Η κοινωνική ένταξη δεν είναι ζήτημα αριθμών. Είναι υπόθεση δικαιοσύνης, αξιοπρέπειας και ίσων ευκαιριών. Στην Ελλάδα, οι κοινότητες Ρομά εξακολουθούν να αντιμετωπίζουν σημαντικά εμπόδια πρόσβασης στην εκπαίδευση, στην απασχόληση και στις κοινωνικές υπηρεσίες. Τα ποσοστά ανεργίας παραμένουν υψηλά, οι διακρίσεις συχνές και η συμμετοχή στον δημόσιο βίο περιορισμένη. Ωστόσο, οι δυσκολίες αυτές δεν πλήττουν όλους/ες με τον ίδιο τρόπο. Οι γυναίκες και οι νέοι Ρομά βρίσκονται αντιμέτωποι/ες με ακόμη μεγαλύτερες προκλήσεις βιώνοντας συσσωρευμένες ανισότητες. Σε αυτό το πλαίσιο, η πρωτοβουλία PAL Voice ήρθε να καλύψει ένα ουσιαστικό κενό: Να προσφέρει σε Ρομά γυναίκες και νέους πραγματικές ευκαιρίες ενδυνάμωσης και συμμετοχής.
Η δράση σχεδιάστηκε με έναν ξεκάθαρο στόχο: Να αντιμετωπίσει τα αίτια του αποκλεισμού, όχι μόνο τα συμπτώματα. Η προσέγγιση δεν περιορίστηκε σε τυπικές παροχές κατάρτισης ή ευαισθητοποίησης. Αντίθετα, έθεσε στο επίκεντρο τον άνθρωπο δίνοντας έμφαση στη συμβουλευτική ψυχοκοινωνικής υποστήριξης, στη σταδιακή ενδυνάμωση και στο χτίσιμο εμπιστοσύνης.
Το έργο υλοποιήθηκε σε τρεις κρίσιμες περιφέρειες της χώρας – Αττική, Κεντρική Μακεδονία και Ανατολική Μακεδονία-Θράκη – όπου διαβιούν μεγάλες κοινότητες Ρομά. Από τον Σεπτέμβριο 2023 έως τον Απρίλιο 2024, οργανώθηκε μια ολοκληρωμένη διαδικασία ενδυνάμωσης μέσα από τρεις βασικούς πυλώνες: ψυχοκοινωνική συμβουλευτική, επαγγελματική καθοδήγηση και επιχειρηματική υποστήριξη.
Η ψυχοκοινωνική συμβουλευτική αποτέλεσε σημείο-κλειδί. Πολλές συμμετέχουσες είχαν βιώσει κοινωνικές διακρίσεις, συναισθηματική πίεση, ακόμη και αποθάρρυνση από το ίδιο τους το περιβάλλον στην προσπάθεια επαγγελματικής ανέλιξης. Με τη στήριξη εξειδικευμένων συμβούλων, πραγματοποιήθηκαν 507 ώρες εξατομικευμένης συμβουλευτικής, με στόχο την ενίσχυση της αυτοπεποίθησης, της ψυχικής ανθεκτικότητας και της προσωπικής ενδυνάμωσης. Χωρίς αυτή τη διαδικασία, η μετάβαση στην αγορά εργασίας θα παρέμενε θεωρητική.
Ο δεύτερος πυλώνας αφορούσε την επαγγελματική και εργασιακή συμβουλευτική. Σε μεγάλο μέρος του πληθυσμού Ρομά, η ανεργία δεν οφείλεται μόνο στην έλλειψη θέσεων εργασίας αλλά και στην απουσία βασικών εργαλείων αναζήτησης εργασίας. Οι συμμετέχοντες/ουσες παρακολούθησαν εντατικά εργαστήρια σύνταξης βιογραφικού, τεχνικών συνέντευξης και αναζήτησης επαγγελματικών ευκαιριών, ενώ ενημερώθηκαν για τα εργασιακά τους δικαιώματα – συχνά άγνωστα ή δυσπρόσιτα για άτομα εκτός τυπικής απασχόλησης.
Ιδιαίτερη βαρύτητα δόθηκε, επίσης, στην επιχειρηματική συμβουλευτική. Για πολλούς/ές Ρομά, οι δυνατότητες αυτοαπασχόλησης μπορούν να αποτελέσουν πιο ρεαλιστική προοπτική από τη μισθωτή εργασία. Στο πλαίσιο αυτό, το έργο υποστήριξε τη διαμόρφωση 14 ολοκληρωμένων επιχειρηματικών σχεδίων, προσαρμοσμένων στις δυνατότητες και στα ενδιαφέροντα των συμμετεχόντων. Παράλληλα, πραγματοποιήθηκαν 2.904 ώρες συμβουλευτικής, όπου οι δικαιούχοι/ες εκπαιδεύτηκαν σε βασικές δεξιότητες επιχειρηματικού σχεδιασμού, όπως χρηματοοικονομική διαχείριση, ανάλυση αγοράς και αξιολόγηση βιωσιμότητας επενδύσεων.
Η πορεία δεν ήταν χωρίς δυσκολίες. Η δυσπιστία απέναντι στους θεσμούς ήταν έντονη. Πολλές ωφελούμενες ήταν διστακτικές, έχοντας βιώσει αποκλεισμό και απογοήτευση στο παρελθόν. Προέκυψαν ακόμη προκλήσεις λόγω εκπαιδευτικών κενών, χαμηλής αυτοεκτίμησης και κοινωνικού στιγματισμού γύρω από την ψυχολογική υποστήριξη. Σε περιοχές τής Ανατολικής Μακεδονίας-Θράκης, οι γεωγραφικές αποστάσεις και η έλλειψη υποδομών δυσκόλεψαν τη συμμετοχή.
Το έργο ανταποκρίθηκε με ευελιξία και συνέπεια: Οι σύμβουλοι πήγαιναν απευθείας στους οικισμούς, οι συναντήσεις προσαρμόστηκαν στα προγράμματα των οικογενειών, η γλώσσα απλοποιήθηκε ώστε να είναι κατανοητή χωρίς να χάνει τη σοβαρότητά της. Αυτή η προσέγγιση ενίσχυσε την εμπιστοσύνη και ανέδειξε ένα καθοριστικό συμπέρασμα: Τα προγράμματα κοινωνικής ένταξης είναι αποτελεσματικά όταν βασίζονται στον σεβασμό και στην κατανόηση της πραγματικότητας των ανθρώπων που καλούνται να εξυπηρετήσουν.
Συνολικά, 363 γυναίκες και νέοι Ρομά συμμετείχαν ενεργά στη δράση. Τα αποτελέσματα ήταν απτά: ενδυνάμωση, αυξημένη αυτοπεποίθηση, πρόσβαση σε γνώσεις και δεξιότητες αλλά κυρίως αλλαγή νοοτροπίας. Η ένταξη έπαψε να μοιάζει αφηρημένος όρος και πήρε τη μορφή προσωπικού στόχου.
Παράλληλα, το έργο δημιούργησε γέφυρες συνεργασίας μεταξύ των Ρομά και των τοπικών αρχών. Πραγματοποιήθηκαν ενημερωτικές εκδηλώσεις με τη συμμετοχή περισσότερων από 100 εκπροσώπων δήμων, τοπικών φορέων και κοινωνικών οργανώσεων ανοίγοντας έναν σταθερό δρόμο συνέργειας για το μέλλον.
Το PAL Voice όχι μόνο ανταποκρίθηκε στους στόχους τής εθνικής στρατηγικής για τους Ρομά και στις ευρωπαϊκές πολιτικές ισότητας, αλλά έδειξε στην πράξη ότι η ενδυνάμωση δεν είναι παροχή – είναι δικαίωμα. Και η πρόσβαση σε αυτό το δικαίωμα ξεκινά όταν κάποιος νιώσει ότι η φωνή του έχει αξία.
Η σημαντικότερη κληρονομιά τού έργου δεν είναι μόνο οι επιμέρους δράσεις, αλλά οι νέες δυνατότητες που γεννήθηκαν: Γυναίκες και νέοι Ρομά που πλέον συμμετέχουν, διεκδικούν και σχεδιάζουν. Η αλλαγή ξεκίνησε όχι από μεγάλα συνθήματα αλλά από συνεπή ανθρώπινη παρουσία, διάλογο και σεβασμό.
Roma women and youth empowerment
Across Europe, Roma communities continue to face deep-rooted inequalities, and Greece is no exception. Limited access to employment, systemic discrimination, low participation in education and a persistent cycle of social exclusion continue to disproportionately affect Roma women and young people. These are not just economic challenges—they are fundamental barriers to human dignity and equal opportunity.
The PAL Voice initiative was designed to respond to this reality, placing Roma women and youth at the centre of a carefully structured empowerment programme. Supported by the EEA Grants in Greece, the initiative recognised a critical truth: meaningful social inclusion cannot be achieved without addressing both economic vulnerability and social marginalisation simultaneously. For Roma communities, especially women and young people, progress requires more than skills—it requires confidence, trust, and access to real opportunities.
PAL Voice was built around this philosophy. It focused on personalised guidance, active participation, and long-term empowerment rather than short-term support. Its goal was not only to help participants enter the labour market but to enable them to envision and create new futures—either as employees or as entrepreneurs capable of building small, sustainable businesses.
The project unfolded through a structured programme implemented across Attica, Central Macedonia and Eastern Macedonia–Thrace. These regions include some of the most vulnerable Roma populations in Greece, where unemployment, poverty and lack of access to social services often form a closed circle. Many Roma women face additional obstacles due to early marriage, unpaid family responsibilities and cultural expectations that limit their independence. Young Roma often drop out of school early, cutting off future opportunities before adulthood even begins. PAL Voice recognised that empowering these groups required more than technical training; it required building trust.
One of the earliest challenges the initiative faced was mistrust toward formal programmes. Many Roma beneficiaries had prior experiences with institutions that promised help but failed to deliver meaningful change. The first step, therefore, was not training but engagement—consistent presence in neighbourhoods, open conversations, collaboration with trusted community actors and local partners. Only by being present on the ground did participation begin to grow.
A core component of PAL Voice was psychosocial counselling, delivered to address emotional stress, trauma, low self-esteem and family pressures—factors often underestimated in employment programmes. From September 2023 to April 2024, professional counsellors provided 507 hours of personalised support. These sessions were not theoretical—they helped participants regain confidence, build communication skills and strengthen resilience, essential foundations for personal and professional growth.
Alongside this, the initiative delivered 2,904 hours of professional and entrepreneurial counselling. Participants learned how to write a CV, prepare for interviews, search for job opportunities and understand their rights as workers—critical knowledge for anyone trying to enter the labour market for the first time. Equally important, PAL Voice recognised that employment is only one path to economic independence. For many Roma beneficiaries—especially women running informal family businesses—self-employment offered a realistic alternative. Entrepreneurial counselling helped them explore business ideas, understand financial planning and develop 14 full business plans tailored to their skills and community needs. These plans were not theoretical exercises—they served as practical roadmaps for small-scale enterprises in areas such as crafts, retail, personal services and local trade.
However, progress did not come without challenges. In some cases, low literacy levels limited participation. Some women hesitated to attend psychosocial sessions due to stigma around mental health. Others lived in remote settlements in Eastern Macedonia–Thrace, making transportation difficult. PAL Voice responded by adapting continuously—bringing counsellors directly into Roma settlements, using practical learning tools instead of paperwork, and working closely with municipalities to ensure equal access. Flexibility was not an option; it was a necessity.
In total, 363 Roma women and youth engaged meaningfully with the programme. For many, this was their first structured experience with training and professional guidance. More importantly, the project changed relationships—with work, with institutions and with personal expectations. Beneficiaries who once believed employment or entrepreneurship was “for others” began to plan futures of their own.
The initiative also strengthened relationships between Roma communities and local institutions. By working together with municipalities and NGOs, PAL Voice helped establish bridges of trust that will last beyond the project’s completion. More than 100 institutional stakeholders participated in dissemination events, creating a wider network of cooperation that can support future inclusion initiatives.
PAL Voice demonstrated that economic empowerment is inseparable from social inclusion. When Roma women gain skills and confidence, they gain visibility. When Roma youth receive counselling and professional support, they discover possibilities outside exclusion. And when trust is built, transformation becomes possible.
The project aligned fully with national and European priorities for equality and inclusion. It contributed to Greece’s National Strategy for Roma Inclusion and to EU goals for reducing social disparities. Most importantly, it honoured the principle at the heart of the EEA Grants: that societies become stronger when no one is left behind.
PAL Voice showed that progress happens when programmes respect people, meet them where they are and walk beside them—not ahead of them. Change becomes sustainable when it grows from within communities, and dignity begins when voices long unheard are finally recognised. This initiative did not simply offer services. It offered participation. And that is where empowerment truly begins.
